A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 44-1-320 SO AS TO PROHIBIT THE DEPARTMENT OF ENVIRONMENTAL SERVICES FROM DENYING PROPERTY OWNERS THE RIGHT TO REPAIR OR REPLACE A WELL OR SEPTIC TANK IN CERTAIN CIRCUMSTANCES.
